During WW2 women used eyebrow pencil to . . .

Answer : They drew lines down the backs of their calves. Due to war rationing, stockings were hard to come by because nylon was needed to make parachutes. Women used ink, make-up or cold tea to darken their calves and to draw and to draw lines down the backs to resemble the seams.
